One-Stop Partner Building and Development of a Two-Year System Operating Plan (MOU)

The one-stop workforce development system in Will County is analogous to the "FTD" model, with core services universally available at each of the partner sites. In a system spread across multiple sites, there are unique challenges to effective "one-stop" operations, including multi-site coordination, applying consistent facility and service standards, and optimal partner relationships and communication methods. By law, the partners' agreements on these elements are presented as a "Memoranda of Understanding (MOU)." In Will County, they take this MOU one step further with development of a comprehensive workforce system operating plan.
Initially, progress based on outcomes from the partner's first business plan (2000 - 2005) was assessed, including site visits; partners' survey; staff focus groups; and interviews with key leaders. Full reports were produced to document all findings.
Based on this, new and expanded two-year goals and objectives were developed, along with action plan schedules. And most importantly to the Board, comprehensive system performance measurement activities, methods and schedule are also included in the new plan. An additional outcome of the process was significant progress in "partnering" among the partners. Extensive documentation of the system operating standards; definitions; roles and responsibilities; and partner meeting guidelines were also developed.
